Constitution and Rules

Deaf Camping & Caravanning Club UK (DCCCuk)

Version: January 2026

  1. Name

1.1 The organisation shall be known as Deaf Camping & Caravanning Club UK, hereafter referred to as DCCCuk.
1.2 DCCCuk may be affiliated with other relevant organisations such as “Defra” as agreed by the Management Committee.

  1. Aims and Objectives

The aims and objectives of DCCCuk are:

2.1 To promote companionship and social connection among Deaf people who camp independently.
2.2 To encourage members to organise and attend meets to which other Deaf members are invited.
2.3 To offer support opportunities within DCCCuk.
2.4 To promote regional areas within the United Kingdom, excluding Northern Ireland and the Republic of Ireland.
2.5 To ensure an appropriate duty of care is exercised towards all members of DCCCuk.

  1. Membership

3.1 Membership shall be open to Deaf individuals who:

  • Camp independently with their own unit (including caravan, motorhome, campervan, trailer tent, or tent).
  • Wish to participate fully in DCCCuk activities, including the Annual Holiday, AGM, and Regional Area meets.

3.2 Where two existing members marry or co-habit, they may remain members provided that:

  • One annual subscription is paid; and
  • Individual rally and event fees are paid by each person.

3.3 All members shall be subject to this Constitution, Rules, and the Code of Conduct. Membership shall be deemed acceptance of these terms.

3.4 Membership is renewable annually, subject to payment of the Annual Subscription as recommended by the Treasurer and approved by the Management Committee.

3.5 The Management Committee reserves the right to refuse membership applications, or to suspend or expel members, where it is considered to be in the best interests of DCCCuk or its Regional Areas. No reason is required to be given.

3.6 New people (not yet a member) would like to join in one weekend (Not on any Bank Holiday weekends) for ‘trail’ in any one of the rallies within the UK to see it for themselves whether or not would like to become the membership of the DCCCuk. A second attempt to join in the rally weekend will not be permitted unless it is registered as a member.

  1. Membership Fees and Administration

4.1 Membership fees shall be set annually by the Management Committee or approved at the Annual General Meeting (AGM).

4.2 Annual subscriptions are due no later than 31 December each year.

4.3 Late payment may incur an additional charge, typically a £5.00 surcharge, as determined by the Management Committee.

4.4 Administrative charges:

  • £5.00 administration fee will apply to refunds or cancellations of bookings.
  • Members must notify DCCCuk promptly of any changes to personal details (e.g. address, email, phone number). Updates will be made free of charge.
  1. Management Committee

5.1 DCCCuk shall be managed by a Management Committee elected at the AGM.

5.2 Committee members (excluding Chair, Vice Chair, Secretary, and Treasurer) shall retire annually but may stand for re-election.

5.3 The Committee shall consist of the following roles (as required):

  • Chair
  • Vice Chair
  • Secretary
  • Treasurer
  • Regional Area Officer
  • Social Media Officer including website
  • Other roles as deemed necessary

5.4 Voting shall be by show of hands or ballot, as determined by the Chair.

5.5 Only fully paid-up members may vote. In the event of a tie, the Chair shall have the casting vote.

5.6 The Committee may appoint sub-committees or co-opt members as required.

5.7 Committee meetings may be held in person or via electronic means and shall occur at least twice per year.

5.8 A quorum shall be 50% plus one of the Committee members.

  1. Election of the Management Committee

6.1 All fully paid-up members are eligible to stand for election.

6.2 Committee officers must be Deaf and shall be elected for three-year staggered terms.

6.3 Committee members may resign or be removed by a vote of no confidence at an AGM.

6.4 Candidates must be proposed and seconded by fully paid-up members who are not immediate family or co-habiting partners.

  1. Duties of Officers

7.1 Chair: Oversees meetings and represents the Club.
7.1 Vice Chair: Support the Chair and oversee all the Officers.
7.2 Secretary: Manages administration, meetings, agendas, and minutes.
7.3 Treasurer: Manages finances and prepares audited annual accounts.
7.4 Regional Area / Rally officer: Manages all regional areas, oversees and make sure all bookings are inline, no clashes. Assist when and where it is needed.
7.5 Social, Website & Media Officers: Manage communications, publications, Facebook and online presence.
7.6 All committee members shall support one another to ensure the effective & smooth running of DCCCuk.

  1. Accounts and Financial Year

8.1 Bank accounts shall be held in the name of DCCCuk..
8.2 The financial year shall run from 1 July to 30 June.

8.3 Accounts shall be presented to members prior to the AGM.

8.4 The management committees shall propose to appoint the elected or new Audit at every AGM.

8.5 One extra person to oversee the treasurer’s situation to safeguard the finance

8.6 The treasurer shall be responsible to look after the finance for all regional areas.

8.7 All regional area’s treasurer shall be the final decision of the finance in their area.

  1. Annual General Meeting (AGM)

9.1 An AGM shall be held annually within four months of the financial year end.
9.2 At least 14 days’ notice shall be given.
9.3 Only fully paid-up members may attend and vote.
9.4 A quorum shall be 15% of the membership.

9.5 A non-members are welcome to attend the AGM, have a say but cannot vote.

9.6 A motion shall be created and submitted by the members to the management committee, four weeks prior to the AGM.

  1. Extraordinary General Meeting (EGM)

10.1 An EGM may be called by the Committee or at the written request of at least 15% of members.
10.2 Only fully paid-up members may vote.

  1. Amendments to the Constitution

11.1 This Constitution may only be amended by motion at an AGM.

ADDENDUM – Regional Areas

A1. Non-Members, Families, and Friends

  • Only members may invite visitors, subject to site rules.
  • Visitors must leave by midnight unless noted otherwise.

A2. Attending Meets

  • Members must inform hosts in advance of attendance.
  • Site rules must be followed at all times.
  • On unlicensed sites, non-members are not permitted for insurance reasons.
  • Members attend at their own risk and are responsible for their own wellbeing.

A3. Code of Conduct

  • Members must behave respectfully and inclusively.
  • Complaints should be directed to the Management Committee.
  • Membership may be suspended or terminated following investigation.

A4. Complaints and Disputes

  • Issues should be resolved amicably wherever possible.

A5. Dissolution

  • Any decision to dissolve DCCCuk must be confirmed at an EGM.
